The work of the land registry is closely linked to citizens'
property rights, which is the foundation for county government and
national development, as well as our goal of implementing a policy
of secure land registration and equal land rights. The Land Administration
Bureau, Taipei County, is under the jurisdiction of Taipei County
Government. On August 17th, 1988, the Land Branch was transformed
into the Land Bureau to oversee and deal with affairs related to
the registration of land areas measuring up to 2, 052 km2 around
the county, occupying 5.67% of the nation's total area. The amount
of land registration cases and plot/buildings is the highest in
the nation, as well as one and a half times the size of Taipei City's.
In order to improve citizens' services, we completed overall computerization
for land affairs in 1998 leading to sharply improved service efficiency.
This move was done to actively implement value-added applications
for computerization to effectively manage elaborate data.
With global information technology and networking becoming mainstream,
we are not only riding the tide but also among the top agencies
with a real “e” reputation (similar in pronunciation to “No. 1”
in Chinese). We work diligently for innovation and actively promote
the use of information technology in land affairs in order to lead
citizens into the e-century through land network services. These
services include the nation's leading land workstation, legal registration,
cancellation of mortgage, bilingual web searching for cadastral
information, and applying for electronic copies via the Internet,
as well as applications for online registration, PDA mobile phone
activation, declaration of land value, inter-office land registration,
and the nation's leading scanning process for database storage .
To provide a better living environment for citizens, we are actively
committed to promoting major land developments in the county, hoping
that they can boost the local industrial development and further
strengthen urban development. We have constructed a number of designated
development areas, such as New Banqiao Area, National Taipei University
Area, Linkou New Town Special District, Xinzhuang Urban Central
and Touqian Readjustment Area and so on. In addition, freely-accessed
public facilities are provided with the aim of building an excellent
urban living environment. The land that is available for construction
will attract investment from large-scale industries to boost urban
construction through actively recruiting business.
Taipei County has been officially promoted to a quasi-special municipality
on October 1st, 2007 and further promoted to a municipality officially
by the Executive Yuan in July, 2009. We will now promote and follow-up
on three important policies: land development, the establishment
of a land bank for foreign investment, and providing assistance
in building parks to achieve a prosperous Taipei County. In the
meantime, we will continue to implement convenient services for
our citizens based on our philosophy: “No distance, No time difference”,
and help them to have a better life as we enter the e-century.
